What is Tender Publishing?

"Tender publishing" refers to the moment a government department or PSU lists a procurement requirement on GeM, the Central Public Procurement (CPP) Portal, or another eProcurement platform — publishing the scope of work, eligibility criteria, technical specifications, EMD amount and submission deadline.

This step is carried out by the buying department, not by a seller or a consultancy — no third party publishes a tender on a client's behalf. Where sellers lose time is not in the publishing itself, but in finding out about a relevant tender late, or misreading its scope before deciding whether to bid.
